Ned "Carlos" Arnel Mencia is a famous Mexican stand-up comedian, who is best known for stealing other comedian's jokes. He appeared in "What Happens in Twatemala". He is voiced by Cedric Yarbrough.
Biography[]
In "What Happens in Twatemala", Carlos Mencia was one of the comedians who performed at the Twatnugget Casino. All he did was steal other people's acts. First, he copies Beans Stinkwater's act verbatim and then he ripped off Hobo Cop's act, which was to jizz all over Randall's shoes. Lastly, when Fitz killed Gallagher with his Sledge-O-Matic, Carlos Mencia ripped off his joke by killing himself with the Sledge-O-Matic, splattering his brains all over the place. Randall said this was the first time he actually enjoyed the mind of Mencia and only one guy in the audience got the reference.
