Chief Dean Hancock is the head chief of Diamond City Police and the rival cop of Randall Crawford. Randall hates him for being a better cop than him, but especially despises him for marrying his mother, Mavis Hancock. He first appeared in "Ass on the Line". He is voiced by John DiMaggio.
Biography
In "Ass on the Line", Chief Hancock pulled a prank on Paradise P.D., where he glued all of Chief Randall's furniture to the ceiling. Randall went down to the Diamond City Police to kick his ass but Hancock was being awarded with a plaque, thanking him for being the best police chief around. Dean made fun of Randall for how much of a loser he was, getting pranked by him and reminded him about how he married Randall's mother, Mavis. Dean admitted that he's been having sex with that old bag of dusty, crappy, old bones just to fuck with Randall. Kevin addressed Dean "grandpa" and Randall got pissed off at him for that.
There was a murder that happened on the borderline between Paradise and Diamond City and when both parties got there, they got into an argument over who got to study the case. Gina said that they should only study the parts of the body on their sides of the line. Diamond City got the top half, giving them the face, dental records, and fingerprints and Paradise got the bottom half, leaving them with nothing but the ass.
Randall studied the ass and pulled a bunch of phones out of it, telling him to study the mole. The mole on his ass actually said "Triple Gotchya" in really tiny letters. It turned out that this was Dean Hancock pretending to be the corpse. Hancock said that he already solved the case a while ago and he's taken the place of the corpse since then, just to fuck with Randall, pranking him once again.
Since Hancock's prank involved him shoving phones up his ass and letting Randall shove his giant mitts up there, this led to his anal system getting permanently disfigured, to the point where he now got rectal cancer and now he has to shit through a tube into a colostomy bag.
In "Police Academy", Randall and Kevin had to go to Diamond City Police Academy to become official police officers and Dean Hancock was their teacher. As such, he was extra mean to Randall but he actually befriended Kevin and was extra nice to him just to fuck with Randall.
Chief Hancock graduated Kevin and flunked Randall. Kevin became an official police officer at Diamond City Police. However, seeing how sad his dad was, Kevin returned to his dad and quit his job at Diamond City, pissing Hancock off. Randall had the last laugh before Kevin tried to add insult to injury and broadcast a sex video of Hancock and Mavis and showing it to everybody. Unfortunately, this had the opposite effect, as Hancock only felt pride in this while Randall became stunned and horrified from what he was witnessing, as Kevin mentioned Hancock's arm becoming filthy. In the end, it was revealed that Hancock was forced by Mavis to certify Randall if he wished to continue performing depraved acts with her, leaving Randall with mixed feelings on the matter.
In "Paradise Found", Hancock made a background cameo in the audience, when he and Mavis attended the wedding of Randall and Karen/execution of Dusty Marlow.
Dean Hancock appeared via flashback in "Paradise PD Meets Brickleberry" as a little boy, who was playing video games with Randall and Woody. Dean noticed Mavis' ass and said that it made his weenie tingle. Woody could tell that Randall was disturbed by this comment so he beat the shit out of Dean.
Appearance
Dean Hancock is a tall, muscular, handsome Caucasian man with a chiseled face and a strong chin with a deep cleft. He has short, dark brunette hair and many neatly combed chest hairs. He wears his obligatory Diamond City police uniform, complete with an oat-khaki jacket and dark cedar pants with yellow stripes on them. On the sleeve of his uniform, there is the logo of his company, which is a yellow-framed circular picture of a sky blue diamond in the backdrop of a dark indigo city and a sky blue sky.
Personality
Dean Hancock is a gallant, highly respectable police chief of great power and even greater righteousness. His success as a law enforcer has led him to justly being allocated with the "Best Police Chief" award, by the governor of Paradise. Hancock's greatness, fame, and glory had earned him a passionate ire from his repeatedly defeated archenemy, Randall Crawford, an inferior cop who's not only green with envy for his success. Despite Hancock's shiny exterior, deep down, he is actually a very juvenile and idiotic jackass, who acts like an immature child, pulling stupid pranks on Randall and doing tons of horrible things to him, for the sole purpose of, quote "fucking with him". Sadly, Hancock doesn't seem to have anything better to do with his life other than pranking Randall, since he devotes a great deal of his life to fucking with him, with the greatest example of this being him marrying his mother, which exhibits the extents of how much of his life he's willing to completely and permanently permutate, just to piss off Randall for a quick and meaningless laugh.

- Dean Hancock's first name wasn't revealed until "Police Academy".
- Dean and Randall go way back, having been childhood frenemies, since they were children, as seen in a flashback in "Paradise PD Meets Brickleberry".
- In a flashback scene from "Paradise PD Meets Brickleberry", Dean Hancock appeared as a child. During this appearance, he was voiced by Jillian O'Guin, daughter of series co-creator, Waco O'Guin.
